Hello Mike and welcome,

It's difficult to get a permanent work visa processed quickly at the moment unless your occupation is on the critical skills list or you have employer sponsorship. 2124-11 Engineer - Civil is on the list at the moment but Engineer - Civil Engineering Technologist 2128-11 is not. I would have a look at Australian Skills Recognition Information (ASRI) and see what your qualifications and experience match with which skill. You can then check that you can get enough points to qualify for a permanent work visa http://www.immi.gov.au/skilled/gener...-applicant.htm

Be aware that applications are heavily prioritised at the moment in favour of employer sponsored and critical skills applications. If you can get state nomination that may help too.http://www.immi.gov.au/skilled/gener...processing.pdf

"If you are not nominated by a state or territory government in accordance with an approved state migration plan, or your nominated occupation is not on the CSL and you have applied for an offshore GSM visa or intend to apply for an offshore GSM visa, it is unlikely that your application will be finalised within three years of the date of the application."
